Walk 1 – Ivy Farm loop via the path of the former Sprat and Winkle Line (approx. 4 miles (6.12km)).  Some walking on a quiet, attractive road.  Level: Easy  Time: approx 1.5 hours

Walk 2 – Test Valley Farm Loop via West Down (approx. 2.8 miles (4.5km)). Level: Easy. Time: approx 1 hour

Walk 3 – Ivy Farm Wood Wander (approx 2.8 miles (4.5 km)).  Level: Easy.  Time: approx 1 hour

Walk 4 – Thirt Way Loop via West Down (aprox 3.8 miles (6.2 km)).  Level: Easy.  Time: approx 1.5 hours

Following the Parish Council Meeting on 07/04/2025 a new Committee has been created called the Community Development Committee (CDC) which will take forward the Community Housing Project.  The Strategy Working Group will no longer be meeting to consider the Community Housing Project.  CDC Terms of Reference (v3.2 approved 08/07/2025)

The CDC may include members who are not Parish Councillors. If you are interested in becoming a member of the CDC then please contact the Clerk by email Chilbolton.Clerk@hotmail.co.uk giving details of the skills and/or experience you will bring to the committee.

Confirmation of decisions regarding CDC made at the CPC meeting held on 22 August

 

  1.      We have received a letter from James Painter outlining his proposal to submit a planning application for 25 homes at the Drove Road site and expressing the desire to continue to work with the Parish Council on this to identify and achieve the Community’s needs. A copy of the letter is on the website.2.      CPC welcomes clarity on James’ plans. Following the discussion, we will acknowledge the letter and indicate how we intend to proceed. We are happy to work collaboratively with the Painter family on this but will have a number of key requirements which must be included if the proposal is to be able to claim village support (referred to in the CPC minutes as red lines). It will also make clear that the community does not support a development of more than 25 homes on this site (in line with our draft response to the TVBC Local Plan Reg 18 consultation).

    3.      CDC will consider the proposal as one of the options alongside the three other sites it is currently evaluating in order to make a recommendation of one or two options to the Parish Council. If further sites of interest emerge during the process, these will also be subject to the same structured analysis. CDC’s Terms of Reference v4.2 are under discussion, and will be presented to an extraordinary council meeting for adoption. All conversations with landowners or other third parties are to be documented.

    4.      Conversations with landowners will proceed once TVBC has been approached to confirm their requirements for each site to comply with COM9 of the local plan which allows for housing outside the settlement boundary, only if it can demonstrate that the community has been fully involved and supports it. COM9 also guarantees the provision of affordable housing as part of the development. CDC will use the advice obtained from TVBC to refine the “red lines” for discussion with all landowners.

About the Open Spaces Committee

The Open Spaces Committee is responsible for all matters associated with the environment and public open spaces within the parish  and issues relating to drainage. This includes management of all land that is the responsibility of the council (such as Chilbolton Cow Common, Memorial playing field, the allotments, village greens, West Down Nature Reserve), and responsibility for the council’s input to management of other publicly-owned or managed open spaces (such as rights of way).

The Committee is tasked with ensuring that all open spaces are maintained in favorable condition for biodiversity, and for the safe use and enjoyment by Chilbolton residents and visitors.

Membership

At least one serving parish councillor and enough local residents to cover the range of expertise required to perform the wide range of tasks should make the membership of the committee.  The parish councillor will be nominated by the Parish Council at the Annual Parish Meeting. Local residents who wish to be on the committee or join a working group for a specific project should apply to the Parish Council or make their wishes known at a COSC meeting. The committee will nominate its Chairman for one year at its first meeting immediately after the parish council’s monthly meeting in May when the council’s member will be nominated.

Meetings

Meetings are currently held on the second Thursday of the month at 18:30, (location to be arranged).

The times and the agenda of each meeting are posted on the notice boards on Grindstone Green, village hall & adjacent to Branksome Close and also in Chilbolton Stores about a week before the meeting.

Parishioners are welcome to attend any parish council and its committees’ meetings, and time is made available for them to voice any concerns.

Chilbolton Parish Council statement regarding the closure of the Cow Common gravel area to vehicles

It is the policy of Chilbolton Parish Council that the gate to the gravel area where cars park on Chilbolton Cow Common be closed at weekends from c. Easter and every day through the Hampshire schools summer holidays. Access to the Common when the gate is closed will be permitted to Blue Badge holders only.  To apply for the gate code please send a copy of your Blue Badge (a photo or scanned copy of the back of your badge is all that is required) to the Parish Council Clerk at chilbolton.clerk@hotmail.co.uk  Conditions to be adhered to are contained with the attached document here.  Please note that the Clerk works part-time on flexi-time basis, generally between 09:00 – 12:00 Monday – Thursday, so please allow at least one week for a response.  NB: The gate code will be changed in February each year. Therefore you will need to check with the Parish Council that you have the correct/current code if your visit is after February.

CHILBOLTON PARISH COUNCIL FLOOD ADVISORY GROUP

About the Flood Advisory Group (FAG)

On behalf of the relevant Statutory Authority the FAG shall

1. Monitor regularly the village’s flood mitigation measures (drains, culverts, watercourses and ditches) and ensure that they are ‘fit for purpose’.

2. To advise the relevant Statutory Authority and land owners in the event of the flood mitigation measures being deemed to be in need of remedial action, and

3. To liaise with the appropriate authorities and land owners in order to assist with the implementation of any measures which may be required in the light of experience.

Membership

At least one serving parish councillor and enough local residents to cover the range of expertise required.

The parish councillor will be nominated by the Parish Council at the Annual Parish Meeting. Local residents who wish to be on the FAG should apply to the Parish Council. The FAG will nominate its Chairman for one year at its first meeting immediately after the parish council Annual Parish Meeting.

The FAG meetings are held approx. once a quarter and are not open to the public. The FAG reports to and advises the parish council.

Coley Lane Filtering Station – The little station on Coley lane is part of Environment Agency’s gauging station facilities. There the river is in just two channels (quite a rare thing) so they put a weir on the river bed in 1989  to measure the flow.
